As Peekskill continues to grow in population, with new buildings and multi-level residential developments being constructed throughout the city, the demand for emergency medical services continues to increase, resulting in more calls for PCVAC each year.
Please note that the Peekskill Community Volunteer Ambulance Corps (PCVAC) is an independent volunteer organization and is not part of the Peekskill Fire Department.
Many people are surprised to learn that the Peekskill Community Volunteer Ambulance Corps (PCVAC) is exactly what our name says—a volunteer organization dedicated to serving our community when help is needed most.
Established in 1964, PCVAC has proudly served the residents of Peekskill and surrounding communities for more than 60 years. For generations, our volunteers have answered the call day and night, providing emergency medical care and support whenever and wherever it was needed.
In 2025, PCVAC responded to 3,932 emergency calls, providing critical care and transportation to residents during some of the most difficult moments of their lives. Our members stand ready 24 hours a day, 7 days a week, to answer the call whenever an emergency occurs.
For many years, the City of Peekskill provided PCVAC with an annual contribution of $80,000. However, for the 2026 budget year, PCVAC was removed from the city budget entirely, reducing the city’s financial contribution to $0.
The only direct benefit currently provided by the City of Peekskill to our volunteers is participation in the Penflex pension plan, which recognizes the countless hours volunteers dedicate to serving our community.
Despite receiving no direct funding from the city, PCVAC continues to provide emergency medical services around the clock. Last year alone, the organization spent $698,489 to ensure that two EMTs were staffed 24 hours a day, 7 days a week. This investment helps guarantee that emergency medical care is available to residents at all times. This figure does not include the additional costs associated with ambulances, medical equipment, fuel, maintenance, insurance, training, supplies, and other operational expenses necessary to provide high-quality emergency medical services to our community.
In 2025, the members of PCVAC donated an incredible 12,525 volunteer hours to the residents of Peekskill and the surrounding communities. These hours represent time spent responding to emergencies, staffing ambulances, training, maintaining equipment, supporting community events, teaching CPR classes, and operating specialized resources that benefit our region.
Every volunteer hour donated by a PCVAC member represents a service that does not have to be paid for by taxpayers. The 12,525 volunteer hours contributed in 2025 demonstrate the tremendous value that volunteerism continues to provide to the City of Peekskill and surrounding communities. Without the dedication of our volunteers, the cost of providing emergency medical services would be significantly higher.
These volunteers are your neighbors, friends, family members, and coworkers who willingly dedicate their time and expertise to serving others. Their commitment helps ensure that high-quality emergency medical care remains available to our community 24 hours a day, 7 days a week.
PCVAC’s commitment to the community extends beyond emergency response. We regularly offer CPR and lifesaving training classes to members of the public, helping residents gain the skills and confidence needed to respond during emergencies before professional help arrives. These classes are part of our ongoing mission to make Peekskill a safer and more prepared community. PCVAC does much more than simply transport patients. Our EMTs and volunteers provide critical pre-hospital emergency care and transport patients to three different hospitals based on the nature and severity of the medical emergency, ensuring that patients receive the most appropriate level of care available for their condition.
Many residents are unaware that the primary source of funding for PCVAC comes from third-party insurance reimbursements. We do not hard bill our patients. Whatever amount is paid by insurance is what the organization receives and relies upon to help fund operations. When insurance payments fall short of the actual cost of providing emergency medical services, PCVAC must rely on fundraising efforts, donations, and community support to bridge the gap.
Our commitment extends far beyond the borders of Peekskill. In 2025, PCVAC provided mutual aid assistance to neighboring communities 167 times, responding when surrounding EMS agencies needed additional resources.
While we are proud to answer those calls for help, every time a Peekskill ambulance is committed to an out-of-district emergency, coverage within our own district must be maintained. As a result, surrounding EMS agencies are often called upon to provide coverage within Peekskill while our crews are assisting neighboring communities. This mutual aid system ensures that Peekskill residents continue to receive emergency medical coverage even when our resources are deployed elsewhere.
In addition to emergency ambulance services, PCVAC operates a Special Operations Rehabilitation Unit that serves Northern Westchester and Putnam Counties. This specialized vehicle responds to incidents such as structure fires, search-and-rescue missions, lost hikers, and other prolonged emergency operations where first responders require hydration, rehabilitation, medical monitoring, and shelter from extreme weather conditions.
This valuable regional resource is staffed entirely by volunteers who donate their time, training, and dedication to supporting first responders throughout our area.
PCVAC also operates a Utility Terrain Vehicle (UTV) that is used during emergencies in locations that are difficult for traditional ambulances to access. This specialized vehicle allows our crews to respond to incidents in wooded areas, hiking trails, parks, and other challenging terrain. The UTV enables responders to reach patients quickly, provide emergency medical care, and safely transport patients to an awaiting ambulance for further treatment and transport to the hospital.
Whether responding to a lost hiker, a medical emergency deep within a wooded area, or assisting during a search-and-rescue operation, this resource helps ensure that emergency care can be delivered when and where it is needed most. The UTV is another example of PCVAC’s commitment to providing advanced emergency response capabilities to the residents of Peekskill and the surrounding region.
Together, our ambulances, Special Operations Rehabilitation Unit, and UTV allow PCVAC to provide a level of service that extends far beyond traditional emergency transport. These resources help ensure that residents and visitors receive timely, professional care whether they are on a city street, at a community event, on a hiking trail, or in the midst of a large-scale emergency incident.
When you call 911 and a PCVAC ambulance arrives, it is often staffed by your neighbors—people who volunteer their time, sacrifice time with their families, and respond at all hours of the day and night because they are committed to helping others.
